URLDecoder: Illegal hex characters in escape (%) pattern - For input string: "6#" 解决方法

系统一个运行错误，URLDecoder: Illegal hex characters in escape (%) pattern - For inputstring: "6#" ；

跟踪发现是URLDecoder.decode抛出的，输入字符串为：KJis%6#sIx,

%为不安全字符，可以用%25代替.这样就好了

检查代码发现 URLDecoder.decode这段代码根本不需要，垃圾代码引起的问题。
