It seems /appears （to sb. ) + that 从句   

1）本句型解释为“某件事情看起来，似乎......”，要特别强调的是It appears = It seems, 两者含义相同，可以交换替代使用。

2）此外，表示"似乎.......",还有其他的表达法，例如： It appears as if it's going to rain. =it looks like it's going to rain.=It seems it's going to rain. =It seems like it'g going to rain. 似乎要下雨了。

eg.  It appears to me that my boss is right. 我觉得老板似乎是正确的。
