重新翻译SciTE的简体中文语言文件

 

从官方网站下载到的是07年的1.73版，新增加的特性没有反映出来，而且可能受繁体语言版的影响，有的表达不是很流畅。

我抽空把英文原版从头到尾重新翻译了。

对照一下旧版，估计有百分之六十是相同的，其余的更简明清晰、自然流畅。

版本为2.21，跟当前最新的软件版本一致。

已经提交给SciTE官方，在官方网站上可以下载到最新的语言文件了。
