I must water the garden first.

must

必须(是必须要做的事情,着重于主观的看法（责任,命令）)

• We must be honest and faithful to the people.
  我们对人民必须忠诚老实。

• You must be willing to reskill.

• We must not forget your birthday.
  我们一定不能忘了你的生日。

have to

不得不(是内心不情愿,但是必须去做,有强迫的意思 )

• I have to go and cook the dinner
  我得去做饭了。

• He has to get out and shovel snow
  他得出去铲雪。

• I felt I had to give him a chance.
  我觉得我得给他个机会。

It’s raining. That means you needn’t water the garden.

need

需要（有这个需要和必要去做某事,可以不做）
