问题解决：
why not close your VPN
这里报错是由于代码请求超时，也就是说在安装的时候链接资源太慢从而没办法下载，多半是由于你的网络不好造成，国内安装的包大多是从阿里，淘宝，豆瓣等镜像网站上下载库，而你打开VPN之后会调到外网去找国内的镜像网，所以找寻速度很慢，基本找不到，所以出现下载超时的情况。所以关掉VPN再下就可以解决了！
