1.What is the “splinternet”

Splinternet refers to the phenomenon on the internet whereby interest groups are formed and consolidated based on common ideas and advocates. It has groomed many powerful yet borderless online societies.

However, they are still governed by the national laws of the countries at where the data centres sit. The inevitable clashes between rules set by the respective governments and the interests of online campaigners led to the first international conference In France in an attempt to resolve them.

A general internet control is ineffective.The more hopeful suggestion by far is to create a collaborative group where all stakeholders can contribute on a given issue.

2.How California offers glimmers of hope for Democrats

California is a strong supporter for Democrats. The state has relatively lower white population and more of Hispanics. As America becomes more open and receives more immigrants,California will be an example for other states to follow suit and therefore it’s important for Democrats to continue winning the Hispanic votes.

Although Spanish immigrants may not vote entirely basis racial policies, Republicans’ supporters are also not guaranteed. The author reckons Republicans’ blatantly relating immigrants with criminals and securities threats is what infuriates them.

Nevertheless, US states are still more of autonomous form.
